This role will work across program, technical, financial, and procurement teams to develop spend plans, monitor budget execution, support acquisition packages, and provide leadership with actionable financial reporting.We’re looking for someone who understands how federal IT programs get funded and how technology acquisitions move from requirement to award. The ideal candidate brings hands-on federal experience with IT budgeting and financial management, along with familiarity with areas such as CPIC, FITARA, FAR, TBM, and IT acquisition planning.Key ResponsibilitiesLead development and management of federal IT budgets supporting agency priorities and strategic technology initiatives.Develop detailed spend plans and funding phasing strategies to ensure successful execution of technology investments.Perform technical and financial analyses to support budget planning, investment decisions, and resource allocation.Support implementation and maintenance of Technology Business Management (TBM) practices across IT portfolios.Develop and maintain financial reports, dashboards, and budget status reporting to monitor funding execution and program performance.Analyze budget execution and recommend funding realignments based on changing mission priorities.Support Capital Planning and Investment Control (CPIC) planning activities and quarterly reporting requirements.Assist with development of acquisition strategies supporting IT modernization initiatives.Coordinate preparation of procurement documentation including Statements of Work (PWS), Independent Government Cost Estimates (IGCE), Evaluation Factors, Purchase Requisitions, Sole Source Justifications, Brand Name Justifications, and supporting acquisition documentation.Conduct market research and collaborate with technical subject matter experts to define procurement requirements.Coordinate contract actions across program leadership, Product Owners, procurement offices, financial organizations, and executive stakeholders.Track acquisition activities, contract actions, funding status, and procurement milestones.Develop executive-level dashboards and reporting using Microsoft Excel and Tableau.Support FinOps initiatives to improve visibility into cloud and consumption-based technology spending.Respond to Office of Management and Budget (OMB), Department-level, and agency financial data calls.Maintain project documentation using Atlassian Jira and Confluence.Basic QualificationsActive Public Trust Required | U.S. Citizenship Required5+ years of experience supporting federal IT budget planning, financial management, acquisition planning, or technology portfolio management.Experience developing federal IT budgets aligned with established Budget Object Classes and Cost Centers.Experience creating spend plans and budget phasing strategies that align with program priorities and funding timelines.Experience performing technical evaluations, cost analyses, and budget analyses to support federal financial planning and investment decisions.Knowledge of the Technology Business Management (TBM) framework and experience aligning IT budget line items with TBM towers.Experience developing and maintaining financial reporting, budget status reports, and funding dashboards.Experience monitoring IT funding execution and recommending budget reallocations based on evolving program requirements.Experience developing dashboards and reporting using Microsoft Excel and Tableau.Experience supporting Capital Planning and Investment Control (CPIC) planning, reporting, and governance activities.Knowledge of FITARA requirements and experience supporting compliant acquisition strategies.Experience responding to federal financial data calls from the Office of Management and Budget (OMB), parent Departments, and other federal organizations.Experience supporting FinOps initiatives for cloud and other consumption-based technology services.Knowledge of the Federal Acquisition Regulation (FAR) and federal procurement lifecycle.Experience developing acquisition documentation including:Performance Work Statements
