Incumbent serves as Deputy for the Porter County Treasurer, responsible for collecting property taxes and assisting banks, mortgage/title companies and the public.DUTIES:Collects Innkeeper taxes. Works counter collecting property tax payments, processes mail payments, and balances transactions and monies daily and prepares bank deposit slips.Processes and verifies incoming/outgoing inter-governmental receipts and expenditures, balancing accounts daily.Verifies excise deposits, creates receipts, and maintains yearly transactions for reconciling and reporting to the Auditor’s office.Provides electronic billing information to mortgage companies, updates internal mortgage codes, and processes payment files.Files claims on bankruptcy parcels that are delinquent in pre/post-petition taxes.Processes payments sent by collection agencies.Reviews government employee list for property tax delinquencies and notifying employees of delinquencies.Serves as liaison for Department, communicating with banks, mortgage/title companies, court trustees, and/or bankruptcy attorneys.Provides alcohol beverage tax clearance forms, and mobile home transfer/moving permits.Answers telephone and greets office visitors, providing information and assistance, answering questions, or directing to appropriate individual or department.Performs duties as needed.I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:High school diploma or GED.Ability to meet all hiring requirements including bonding requirements.Practical knowledge of the principles and standards of state laws regarding taxes, tax collection and bankruptcy proceedings with ability to effectively communicate with various persons and agencies to explain and interpret policies of the department.Working knowledge of standard English grammar, spelling, and pronunciation and ability to maintain accurate files and prepare detailed reports.Working knowledge of standard office procedures, basic computer skills including data processing/spreadsheet/email, as well as Department-specific software/applications, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.Ability to properly operate a variety of standard office equipment, including computers, calculators, fax machines, copiers, discriminator, check scanner, cash/coin counter, telephones, and other equipment as needed.Ability to provide public access to or to maintain confidentiality of department information and records according to State requirements.Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.Ability to effectively communicate orally and in writing with co-workers, other County departments, banks, mortgage/title companies, court trustees, attorneys, and the public including being sensitive to professional ethics, gender, cultural diversities, and disabilities.Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.Ability to compare or observe similarities and differences in data and analyze and evaluate data.Ability to work alone with minimum supervision and with others in a team environment.Ability to work on several tasks at the same time and work rapidly for long periods and under time pressure.Ability to understand, memorize, retain and carry out written or oral instructions and present findings in oral or written form.Ability to apply knowledge of people and locations and to play and layout assigned work projects.Ability to file, post, copy, and mail materials.Ability to occasionally work extended hours.II. RESPONSIBILITY:Incumbent performs standard and recurring duties with work priorities and formal schedules determined by supervisor, service needs of the public, and/or seasonal deadlines. Assignments and objectives are set jointly by incumbent and supervisor following standard operating procedures or policy and procedural manuals. Must have supervisor’s permission to deviate from standard operating procedures. Decisions are always determined by specific instructions or existing, well-established policies and procedures. Work errors are primarily detected or prevented through standard bookkeeping checks, procedural safeguards, and legally defined procedures. Undetected errors could result in loss of time to correct error and/or loss of money to other agencies or the public.III. PERSONAL WORK RELATIONSHIPS:Incumbent maintains frequent contact with co-workers, other County departments, banks, mortgage/title companies, collection agencies, lawyers, credit service, hotels, mobile home parks, and members of the public for the purposes of exchanging information, interpreting and explaining information.Incumbent reports directly to Chief Deputy Treasurer.IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing up to 50 pounds, handling/grasping/fingering objects, crouching/kneeling, bending/reaching, close/far vision, color/depth perception, keyboarding, speaking clearly, and hearing sounds/communication.Incumbent occasionally works extended hours.Miscellaneous InformationIncludes health and vacation benefits.
