License and Certification Qualifications: Certified Treasury Professional (CTP) preferred.
Education Qualifications: Bachelor’s degree in related field required.
Experience Qualifications: Five years accounting experience required. Experience in government accounting. A working knowledge of public investments, cash management, portfolio accounting, banking systems, and PeopleSoft applications preferred. Previous supervisory experience preferred.
Skills Qualifications: Strong knowledge of generally accepted accounting principles, cash budgeting, and cash forecasting; ability to analyze data and effectively draw conclusions based on the data; high degree of skill in organization and problem-solving; ability to communicate with others in an effective and tactful manner; strong organizational skills; and ability to analyze existing processes and identify areas for improvement.
Primary Responsibilities: The daily administration of the cash management and the banking services/systems. Responsible for the timely analysis and reporting of cash requirements, cash flows, investment holdings and debt.
1. Provide banking system administration.
a. Function as the primary contact for all banking relationships with district staff. Promote strong bank relationships within the banking community.
b. Monitor bank service fees and address service and quality control issues.
c. Review the daily cash book prepared by the Manager – Banking Services.
d. Stay abreast of the current banking environment to ensure effective utilization of all available banking products and services.
e. Assist in the implementations of new banking services, products, and programs.
f. Responsible for additions, deletions, and monitoring of users on the online banking systems to include signature card updates.
g. Responsible for opening and closing bank accounts as needed.
h. Provide assistance in the Request for Proposal (RFP) process for banking services.
i. Serve as back-up to the Manager-Banking Services in cashbook preparation.
2. Oversee funds management.
a. Monitor daily cash and investment position.
b. Control cash balances on deposits to ensure maximization of short-term interest income.
c. Manage the daily banking process to ensure transactions are executed appropriately and such transactions are recorded correctly on the cash book and in PeopleSoft.
d. Oversee the positive pay process by reviewing daily reports to ensure accuracy of information on file with the bank.
e. Ensure accurate recording of property and motor vehicle taxes and Special Purpose Local Option Sales Tax (SPLOST) proceeds on the general ledger and monitor actual collections against the budget.
3. Oversee cash flow forecasting.
a. Prepare cash forecast for funds as needed.
b. Monitor accuracy of projections.
c. Monitor interfund/intrafund relationships.
4. Assist Director of Treasury Services with managing short-term investments for the district.
a. Research short-term investment horizon to assist with establishing investment outlook.
b. Prepare monthly investment journal entries as needed for short-term and long-term investment activities.
c. Serve as backup on the Sympro system for maintaining and preparing investment schedules.
d. Assist the Director of Treasury Services in structuring long-term investments to meet the district’s projected cash flow needs.
5. Assist with debt management.
a. Coordinate payment of appropriate principal and interest and serve as the primary contact with custodial and trustee banks.
b. Prepare bond requisitions including draw down requests from capital funds as necessary.
6. Assist with reporting for the Budgets Department.
a. Prepare schedules as requested by the Director of Treasury Services.
b. Review all schedules prepared by the Manager-Banking Services.
c. Responsible for adhering to the State, Federal, and district records retention policy.
7. Assist with new projects as assigned.
8. Perform other duties as assigned.
