CFO , Executive VP and Treasurer

PRIMARY PURPOSE

The Executive Vice President (EVP), Chief Financial Officer (CFO) and Treasurer plays a key role in partnering with CNAs President and CEO to achieve the longterm vision for the organization and provide innovative financial management. The CFO is a member of the President and CEOs Executive Team, serving as the financial partner to the team, supporting the organizations operations and its financial health. The CFO also works closely with CNAs Board of Trustees.

The CFO has all the traditional responsibilities of the role, including but not limited to Controls, Contracts, Financial Planning and Analysis, Treasury, and Facilities. They also lead CNAs Finance and Facilities departments. The CFO ensures compliance with all regulatory standards and legal matters applicable to 501(c)(3) tax exempt organization.

JOB DESCRIPTION AND/OR DUTIES

1. Financial planning analysis. Work hands-on with the leadership of the FFRDC and IPR to create financial models which help management anticipate and plan for future contingencies. Provide regular, meaningful financial snapshots to enable the divisions to manage their financial resources. Provide flexible reporting tools that allow users to create their own reports as needed, enabling and allowing

transparency of information.

2. Budgeting. Team with the FFRDC, IPR and Corporate departments (including the CFO department) to prepare annual budgets, ensuring coordination and consensus across the organization. Oversee preparation of monthly and quarterly projections based on spending trends and needs of programmatic and operational divisions. Ensure that budgeting software tools in use are user-friendly and flexible to support the process of building, to include contingency modeling.

3. Controllership. Ensure that all accounting and financial reporting practices are in accordance with appropriate regulatory and third-party requirements (such as DCAA), organizational objectives and Generally Accepted Accounting Principles (GAAP). Ensure timely and accurate completion and distribution of periodic financial reports and analyses and audit reports with corresponding disclosures. Oversee accounts payable, accounts receivable and payroll groups.

4. Treasury. Negotiate financing and ensure compliance with all debt covenants and maintain appropriate reporting as required under financing vehicles. Oversee the organizations cash and investment management as well as risk management.

5. Board communications. Prepare and make appropriate, high-level presentations to the Board of Trustees regarding the organizations financial status, demonstrating comprehensive knowledge of the financial condition of the organization and its programs.

6. Infrastructure. Develop and manage organizational policies, procedures and processes, coordinating with other Senior Team members and their respective areas of the organization. Ensure that policies and procedures support the overall mission of the organization without redundancy. Ensure that software systems supporting budgeting and financial tracking and reporting are user-friendly, up-to-date, and efficient.

7. Procurement. Oversee the procurement function, ensuring efficient, supportive, accurate service that aligns with the overall mission of CNA. Coordinate activities of procurement with the accounts payable team to ensure streamlined operations and appropriate responsiveness. Maintain strong vendor relationships and cost-effective pricing. Ensure efficient use of electronic systems as appropriate.

8. Interdepartmental coordination. Build and maintain mutually supportive relationships with all levels of management, staff, outside agencies and vendors. Interpret operating results and ensure that their impact on financial position and future operations are effectively communicated to all users.

9. Departmental management. Mentor and develop finance department staff. Hire, develop, and retain employees who are motivated by the organizations mission, and help them understand their role in advancing it. Help employees develop performance plans linked to the mission and which support CNAs values as articulated in its performance attributes, and help them achieve those objectives through training and continuing education. Instill in staff a strong customer service orientation. Identify, grow, and nurture strong performers; counsel and coach individuals to higher levels of initiative and achievement.

10. Audit. Manage annual audit with outside auditors and ensure appropriate internal controls are in place. Coordinate managements response to any management comment letter items. Coordinate activities of CNAs internal audit department.

11. Perform other duties as assigned.

JOB REQUIREMENTS

1. Education: A Bachelors degree in finance, accounting, business, or related field, or combination of education and work experience. An MBA or Masters degree in a related field is preferred. CPA is a plus.

2. Experience: Minimum 20 years related experience, including tenure as CFO of a mission-driven organization that partners with the Federal Government. Experience in progressively responsible finance positions within organizations that have undergone changes.

3. Skills: Proven ability to refine and improve the organizations capabilities in financial planning and analysis, strategic financial projections, management and external reporting, technical and investment accounting, cash flow, policies, and internal control. Track record that demonstrates actively identifying, assessing, analyzing, and communicating financial scenarios that may affect business operations. Demonstrated ability to succinctly translate and effectively communicate the potential impact of significant and complex technical and investment accounting or financial reporting issues. Solid leadership skills combined with a roll-up-the-sleeves attitude. Change management skills given the current environment in government contracting and in serving clients. Proven ability to actively identify and lead the re-engineering of key processes and systems in support of the organizations mission. Demonstrated ability to assess talent, clearly define roles, build teams, lead people, and coach and develop staff. Demonstrated ability to effectively use information and related information systems. Good listening and outstanding interpersonal skills with a management style that encourages open expressions of ideas, opinions, and a full discussion of differing points of view. Excellent presentation and communication skills, both oral and written. Must be able to effectively multi-task in a calm manner on time-sensitive, critical issues in a dynamic environment. Experience effectively supporting line management, building trust through understanding of the programs and maintaining open and effective communications. Demonstrated track record of effectively handling Board relations and communications of key financial matters. Impeccable honesty and unquestionable integrity. A passion for public service and an intellectual curiosity. Familiarity with research a plus.

4. Other: Ability to obtain and maintain security clearance.

5. Remote/Hybrid Work Eligibility: This position is eligible for telecommuting or hybrid work arrangements at the discretion of the Supervisor. Employees may be required to work at CNA headquarters or other work locations resulting in changes to the scheduled telecommuting or hybrid work arrangements.
