What is the Opportunity?
Standard Chartered Bank is embarking on a new journey of expanding the scope and approach of Liquidity Risk Review team to a broader 2nd Line of Defence function, by creating a new Chief Risk Officer role, whose focus will centre around managing Treasury Risks for the bank.
The independent Chief Risk Officer, Treasury Risk will have oversight responsibilities of the main Treasury function, which will continue to house Treasury markets (1st Line of Defence) and rest of Treasury area (2nd Line of Defence).
The main objectives of this newly created role are 2-fold:
1). Strengthen the existing 2nd Line of Defense team of the Treasury function, and
2). Be the single point-of-contact and effectively face-off with Group Treasurer covering Liquidity Risk, IRRBB, Capital Risk, Intra Group Credit Risk, Treasury Market Risk, and Treasury Model Validation areas.
The Chief Risk Officer, Treasury Risk function will be involved in real-time oversight on limits setting, monitoring and breach escalation. And by doing so, we will look to eliminate the need for post-facto oversight on limits through periodical reviews. At the same time, the Chief Risk Officer, Treasury Risk function will also review and challenge other areas such as hedging strategy and recovery & resolution etc.
